Language packs installed using Windows Update provide a fully translated version of Windows dialog boxes, menu items, and help content. This article describes a language issue that occurs when you install language packs on computers that have Windows 8.1 Update 2919355 installed. Consider the symptoms and check the prerequisites before you apply the associated updates.Note These updates are incomplete language packs. The language packs contain only the updated resources for Windows 8.1 Update 2919355, and they should be applied only after the Windows 8.1 Language Pack has been installed.
Assume that you install Windows 8.1 from installation media that includes Windows 8.1 Update 2919355. Then, you add a language pack.Note This issue does not occur if you first install a language pack on a Windows 8.1-based computer, and then you install Windows 8.1 Update 2919355.
The following tables show the supported language packs for Windows desktop editions and Windows Server, and supported language interface packs (LIPs) for Windows desktop editions. LIPs are available for Windows desktop releases, but are not available for Windows Server. For more information, see Language packs.
The version of the language, LIP, or Feature on Demand must match the version number. For example, you can neither add a Windows 10 version 1809 LIP to Windows 10 version 1803 image, nor add a Windows Server 2019 language pack to Windows Server 2016.
If you do not have the installation CD or download, you can download the language pack from Microsoft. You can download the entire Multilingual User Interface (MUI) and burn it to a CD or store on a hard disk.

The much awaited MUI language packs for Windows Vista with SP1 Ultimate and Enterprise editions have finally been released by Microsoft via Windows Update, Microsoft Update and WSUS. The release is targeted at Windows Vista SP1 Ultimate operating system platforms. So now users can download directly from Microsoft servers instead of download the unofficial 32-bit MUI language packs and 64-bit MUI language packs. MUIs for Windows Vista SP1 and RTM versions are different and cannot be used interchangeably.
When you install this language pack on Windows Vista Ultimate and select this language in the Change Display Language item in Control Panel, Windows displays menus and dialog boxes in Language Pack language.
@ MarcAfter studying InDesign again, I believe if one does not need the features that ME version provides, then all one need to do is just install the language pack will do (I dont have the CS4 one but CS5). Do remember that the -J and -ME rule still applies. (Subject to confirmation on directly using Arabic language pack without a ME version issue since it is much troublesome and slower to download a ME version which is not offered in Adobe official webpage.)
Many people think that changing the Windows System OS language (not display language) is impossible thing. But if you can handling registry carefully you can use totally other languages on your windows machine.
